McKay Ailsa (Great Britain) 
Dr Ailsa McKay is an academic economist at Glasgow Caledonian University. Her teaching and re-
search interests are in the areas of the economics of the welfare state, the reform of current social 
security measures sand the economics of gender inequalities. She is a founding member of the 
Scottish Women’s Budget Group currently and is a member of the Scottish Executive Equality 
Proofing Budgets Advisory Group. She has been employed on a consultancy basis to work with HM 
Treasury, the Irish Government and the government of the Basque community to work on their re-
spective pilot gender budget initiatives and she has been contracted by UNIFEM to provide special-
ist training on gender budgets with the CEE/NIS region. Recent publications include developing
